Exploring CPSEs: A Comprehensive Guide to Their Categorisation System

 The process for upgrading and downgrading the categorisation of Central Public Sector Enterprises (CPSEs) to higher or lower schedules has been streamlined. Now, the Finance Minister holds the ultimate authority for determining the grading of CPSEs. This change simplifies the procedure, ensuring quicker and more efficient decision-making regarding the status of these enterprises.

Central Public Sector Enterprises (CPSEs) are classified into four distinct categories: A, B, C, and D. This classification significantly impacts the organizational structure and the salaries of board-level officials within these enterprises. As of June 26, 2023, data from the Department of Public Enterprises under the Finance Ministry reveals that 71 CPSEs, including prominent names like NTPC, Indian Oil, ONGC, SAIL, and BHEL, are categorized as A. Another 68 CPSEs, such as Air India Assets Holding, Cement Corporation, and Garden Reach, fall under category B. Categories C and D comprise 38 and 5 CPSEs, respectively.



In addition to these categories, CPSEs are further classified into four "Ratna" statuses based on their financial autonomy and organizational powers. The Maharatna status, the highest of these, is held by 11 CPSEs. The Navaratna status is conferred upon 12 CPSEs, offering them significant financial autonomy. The Mini Ratna-1 status is granted to 58 CPSEs, while 10 CPSEs hold the Mini Ratna-2 status. These classifications play a crucial role in defining the financial and operational liberties of these enterprises, allowing them to function with varying degrees of independence and authority.

This structured approach not only ensures a clear hierarchy and efficient governance within the CPSEs but also aligns their operational capabilities with their strategic importance to the national economy. The recent simplification of the upgrading and downgrading process, with the Finance Minister now being the final authority for grading, aims to further streamline this system, ensuring timely and effective decision-making.
